While I think the BAP is well designed and fairly complete, I also think it can be improved with the following suggestions:
1) Break projects down into 3 year, 5 year and 10 year periods, or at worst 5 year and 10 year periods. 20 years might be OK for such things as a bike/pedestrian bridge over the I-10, but for little else. Front load the periods with as many small projects that are possible, particularly the 3 year time frame. (Not all small $ projects can be moved up because they may need to wait for other larger, enabling projects targeted in a future time period.)
2) Add interactive speed limit signs on all major bikeways, such as 11th, 14th, 2nd/Main and Broadway, if none exist today. These are likely more effective than police patrols which tend to be sporadic at night when higher vehicle speeds and lower visibility is a problem.
3) Waiting 5 years for a Cyclovia is joke. By that time, LA will have had 15 Cyclovias if they continue as they are this year.
4) Community group rides seem to be an after thought. Controlled, facilitated rides like the Tour da Arts should be heavily promoted. If Paris can have twice a week rollerblading events and weekly street closings for Cyclovia like events, why can’t Santa Monica? Weekly city sponsored rides will be one of the best ways to enable hesitant riders to feel comfortable riding on the streets. And, it will let drivers know they don’t own the streets, but must share them.
